A real estate operation in Barcelona touches four administrations: the state (IRPF, VAT, IRNR), the regional (ITP, AJD, inheritance), the municipal (IBI, capital gains) and, indirectly, the owners' community. This guide walks through each tax that appears in a normal operation and explains when it applies, how much it costs and what exemptions exist.

Taxes on buying
The main tax depends on whether the property is new (first transmission from the developer) or used (second or later transmission). You don't pay both.
Second-hand housing: ITP
The Property Transfer Tax (ITP) is regional. In Catalonia, the general rate applicable to second-hand housing is:

There are reduced rates in Catalonia for specific cases: primary residence of young people up to a certain age, large families, single-parent families or people with disabilities, subject to income and price limits. They can lower ITP to 5% or even less, with detailed requirements.
New housing: VAT + AJD
If you buy directly from the developer (first transmission):
- 10% VAT (4% if it's officially protected housing — VPO).
- AJD (Documented Legal Acts) — Catalonia: general rate of 1.5% on the deeded price, with a reduced 0.5% in some primary residence cases with requirements.
Other costs when buying
On top of the main tax, budget:
- Notary: €600–1,200 depending on price.
- Land Registry: €400–800.
- Administrative agency (if used): €300–600.
- Appraisal (if there's a mortgage): €300–500.
Rule of thumb: budget between 11% and 13% of the purchase price in total costs for second-hand housing in Barcelona; 13% to 15% for new (due to the additional AJD).
Second-hand flat in Eixample for €500,000. ITP (10%) = €50,000. Notary, registry and admin agency ≈ €2,500. Total costs: ~€52,500 (10.5%). Without mortgage. With mortgage, add appraisal.
Taxes on selling
Whoever sells bears two main taxes: the capital gain in IRPF (state treasury) and the municipal capital gain (city council). Plus, eventually, IRNR if non-resident.
Capital gain in IRPF
The capital gain is the difference between:
- Transmission value: sale price minus associated costs (municipal capital gain, agency commission, etc.).
- Acquisition value: price you paid when buying + ITP/VAT + notary + registry + improvement investments (not maintenance).
It's taxed in the savings base with the following scale (state + regional accumulated, approximate in 2026):

If years ago you sold the flat at the same price (or lower) than you bought it, there's no gain — you don't pay IRPF for that part.
Municipal capital gain (IIVTNU)
The municipal capital gain taxes the increase in urban land value during the time you've been the owner. The seller pays it on sale, heirs on inheritance, the recipient on donation. After the TC Ruling and RDL 26/2021 there are two calculation methods and you choose the lowest:
- Objective method: cadastral value of land × coefficient based on years of holding × city council rate. In Barcelona city, general rate of 30% on the tax base (fiscal ordinance).
- Real method: if the difference between sale and purchase value (land proportion) is lower than the objective method base, you can opt for this one.
If there was no real increase (you sold for equal or less than you bought, in land terms), it's exempt. You must actively request it with documentation.
Useful exemptions when selling
- Reinvestment in primary residence: if you sell your primary residence and reinvest the amount in another primary residence within 2 years (before or after), the gain is exempt proportionally.
- Over 65 years old: the gain from selling primary residence is totally exempt without need to reinvest.
- Life annuity (≥65 years): for sale of any patrimonial element, up to €240,000 exempt if you reinvest in insured life annuity (6-month deadline).
Taxes on renting
As a lessor (owner who rents), you declare real estate capital income in your IRPF. It's not savings base: it's taxed at the marginal rate of your general IRPF.
How the yield is calculated
Net yield = gross rental income − deductible expenses.
Main deductible expenses:
- IBI, waste tax and other non-state taxes.
- Owners' community fees.
- Mortgage interest and financing costs (not capital amortization).
- Repairs and conservation (not improvements: improvements increase the acquisition value for future sale purposes).
- Amortization: 3% of the greater between cadastral value of the construction (not land) and acquisition value of the construction.
- Property and rent default insurance.
- Utilities if paid by the owner.
- Agency commission and administrative agency fees attributable to the rental.
Reduction for tenant's primary residence
If the property is rented as the tenant's primary residence (not seasonal, not tourist), a 50% reduction applies to positive net yield (Law 12/2023, in force since 2024). This reduction can be extended up to 90% in declared stressed areas if the owner lowers the price compared to the previous contract, up to 70% for first-time rental to young tenants in stressed areas, etc.
For seasonal, tourist or room rentals, there's no reduction — you're taxed on 100% of net yield.
Taxes for holding housing
IBI (Property Tax)
Annual municipal tax. In Barcelona, the general rate is 0.66% on cadastral value. There are relevant surcharges:
- Empty housing surcharge: up to 50% additional for permanently unoccupied properties (specific municipal regulation).
- Large family bonus and other social cases.
Waste tax / metropolitan tax
Modest annual amounts (tens to a few hundred euros) depending on the city council, collected with the IBI or separately.
Wealth tax
In Catalonia there's a Wealth Tax with exempt minimum of €500,000 (general) and progressive scale. For tax residents, properties are valued at the greater of cadastral, declared and verified price. The primary residence has an exemption of up to €300,000 in value. The Temporary Solidarity Tax on Large Fortunes (state) affects net assets above certain thresholds (typically €3M) and complements the regional one to avoid double taxation.
Non-tax residents (IRNR)
If you live outside Spain (not a tax resident here) but own a property in Barcelona:
Non-rented property
An income is imputed: 1.1% of cadastral value if it has been revised in the last 10 years; 2% if not. It's taxed at:
- 19% if you're a resident in EU/EEA.
- 24% if you're a resident outside EU/EEA.
Rented property
Rental yields are taxed:
- EU/EEA residents: 19%, with the right to deduct expenses (similar to Spanish IRPF).
- Residents outside EU/EEA: 24%, no possibility to deduct expenses — you're taxed on gross.
Quarterly declaration if there's income (model 210). Without income, annual imputation declaration.
When selling as a non-resident
The buyer withholds 3% of the price and pays it to the Treasury as a payment on account of the seller's IRNR. If the final settlement is lower, a refund is requested. The capital gain is taxed at 19% (EU/EEA) or 24% (rest).
Useful reductions and exemptions (summary)
- Reduced ITP (5%): primary residence for young people, large families, single-parent families, people with disabilities — with income and price limits.
- Reduced AJD (0.5%): primary residence with specific requirements.
- IRPF primary residence sale: exemption by reinvestment (2 years) or by over-65s (without reinvesting).
- IRPF primary residence rental: 50% reduction (up to 90% in stressed areas with conditions).
- Municipal capital gain: exemption if no real increase, exemption for dation in payment for primary residence, exemptions for inheritance between spouses/descendants with municipal bonus.
- IBI: bonus for large family, for installation of renewable energy, for VPO during the first years.

Frequently asked questions
How much do I pay in total when buying a €400,000 flat in Barcelona?
If it's second-hand housing: ITP 10% = €40,000 + notary, registry and admin agency ≈ €2,000–2,500 → ~€42,500 (10.6% of the price).
If it's new housing: VAT 10% = €40,000 + AJD 1.5% = €6,000 + costs ≈ €2,500 → ~€48,500 (12% of the price).
Add appraisal (€300–500) if financing with a mortgage.
Who pays the municipal capital gain in a sale?
The seller, unless otherwise agreed. In inheritance, heirs pay it; in donation, the recipient.
I sold my flat for less than I paid. Do I have to pay municipal capital gain?
No, it's exempt — but you must prove it and request the exemption from the city council with purchase and sale documentation. It's not automatic.
I'm over 65. Do I pay IRPF if I sell my flat?
If it has been your primary residence for at least 3 years, the gain is totally exempt in IRPF without need to reinvest. You must declare the sale but the tax base is zero due to that exemption.
I live in another country and have an empty flat in Barcelona. What do I pay each year?
Municipal IBI + IRNR on income imputation (1.1% or 2% of cadastral value at 19% or 24%) + waste tax + IBI surcharge if declared empty. For a flat with cadastral value of €100,000, rounding: ~€660 IBI + ~€210–420 IRNR + extras = around €1,000–1,500 annually if the flat is empty without renting.
Does the 50% reduction for primary residence rental apply automatically?
Not exactly. It applies if the property is used as the tenant's primary residence (not seasonal, not tourist) and you declare the yield as such in your tax return. If you want larger reductions (70% or 90%) for stressed areas or young tenants, you must meet the specific conditions and be able to prove them.
Are renovations I do to my flat deductible?
It depends. Conservation and repair are deductible expenses of the year in rental IRPF (painting, changing boiler, fixing blinds, etc.). Improvements and extensions (full rehabilitation, adding bathroom, structural renovation) are not yearly expenses but increase the acquisition value, reducing the capital gain when you sell. Keep invoices.
Do I need an administrative agent or can I do it myself?
For a standard sale and annual IRPF return with one rental, you can do it alone with basic knowledge. For situations with several properties, non-residents, gain with reinvestment, inheritance, patrimonial company or complex cases, an administrative agent or tax advisor saves money and errors. Indicative cost: €60–150 per declaration / €300–800 per sale.
What happens if I'm late filing ITP or capital gain?
Surcharges for late filing: 1% per month the first year if no request, escalating, and higher if the Treasury has requested before. It's important to respect the 30 business days from the deed.
Is there any tax benefit for renovating for energy efficiency?
Yes, there's an IRPF deduction for energy efficiency improvement works on primary residence or rental, with variable percentages depending on accredited savings and per-taxpayer limits.
